  • Efficiency marking of Russian gas supply for foreign company, owning Russian gas assets, completed in 2018
  • Execution of works and development of proposals within contractual relations with JSC “SPIMEX”, in an area of improvement of Russian fuel-energy complex market regulation, in aim to develop exchange trading. For example, in 2017-2018, we analyzed wholesale gas realization market in Russia and substantiated the necessity of setting of minimal amount of gas selling on gas exchange for producers
  • In 2017, for private Russian investor, it was performed the analysis of technical and economical advisability of the project of development of small-scale factory, producing liquefied gas (LNG). Development of business-plan for building of LNG factory with capacity 20.000 tons per year on the territory of one of Russian region (in borders of North-West Federal District) with subsequent export sale of LNG. Provision of complex services for PJSC “Transneft” during 2013-2017 years in a field of improvement of tariff regulation of oil and petroleum products transportation using main pipelines. Development of conceptual proposals about possibility of setting of heightened tariffs for provision of services in a field of export transportation of petroleum products in the direction of “Primorsk” port, corresponding to the new quality of services provision, and development of documents for sending to FST of Russian Federation. As part of the proposed project to create a joint venture between large Russian industrial company and PJSC “Gazprom” for developing gas fields, located in the north of the Yamalo-Nenets Autonomous District, in 2016 work was carried out to determine the ways and parameters of gas monetization, which will be mined in the implementation of a joint project.
  • The evaluation of the feasibility of plans for a potential gas project of a foreign energy company, with emphasis on the current state and throughput capacity of separate sections of the gas transportation infrastructure and the prospects for the development of the gas transportation infrastructure in Russia, generally, was performed in 2015-2016.
  • As part of the due diligence procedure before the possible purchase of the Russian territorial generating company (producing and supplying heat and electricity) by the French electricity company “Electricite de France” in 2014, an assessment was made of the juridical and economic risks of gas supply to generation facilities.
  • The forecast of the possibility and economic efficiency of gas supplies to consumers from the field in Russia owned by the Spanish company “Repsol” was prepared in 2014. The assessment and forecast of the balance of supply and demand in the Russian gas market was completed. Also, the forecast of the possible gas sales price and the cost of transportation, the forecast of the GTS loading for the medium-term perspective was completed. Consulting services were provided by MMC “Norilskiy nicel» in 2013 on topics related to the problems of development of gas industry enterprises for the purpose of subsequent decision-making regarding the development of own gas assets by Company’s management bodies. As part of the due diligence procedure before the purchase of production gas assets for the supply of gas to its own electricity generating capacities in Russia in 2013 by the Italian energy company “Enel”, an assessment was made of the economic and technological aspects of gas supplies from these assets with a forecast for 10 years.
  • The forecast values of power consumption in the Khanty-Mansiysk Autonomous District and Yamalo-Nenets Autonomous District, with the separation of sources of coverage for the forecasted power consumption at the expense of the own generating capacities of the oil and gas complex organizations and the power industry organizations, substantiation of the factors of the dynamics of power consumption depending on the dynamics and technology of oil and gas production, processing and transportation of hydrocarbons were determined by order of the Finnish electric power company “Fortum” in 2012. Consulting services for the development of a long-term natural gas sales plan for JSC “Gazprom neft” were provided in 2012, including a research aimed at providing an expert assessment:
    • existing and projected demand for natural (dry stripped) gas transported through the Unified Gas Supply System (UGSS) and used as raw material and fuel by consumers in the study regions;
    • existing and projected production (supply to the UGSS) of natural (dry stripped) gas by Gazprom and independent producers;
    • free capacities, prospects for the expansion and development of a part of the UGSS (central gas transmission corridor, Central Asia-Center trunk gas pipelines), existing and prospective gas transportation routes through the UGSS.

    Recommendations for strengthening the position of the Customer in the gas market were prepared, ways of achieving them were shown. The ways of minimizing the risks of the Customer associated with current and future prospective changes in the gas market were described.

  • Consulting services of the Russian-British company TNK-BP were provided in 2006-2012 by the functioning of the Russian gas market:
    • consumption forecasts with the identification of the main gas consumers in the regions of interest of the customer;
    • predictive assessment of the free capacity of the GTS for gas supplies to the regions of interest to the customer.
  • Services were provided to «SIBUR Vostok» in 2011 for the collection, analysis, structuring of information and the submission of expert assessments on the potential demand for natural gas in the Irkutsk region for the period up to 2020, and conditions affecting on the volume of demand. As part of the work, a model of forecast balances of demand and electricity generation for the Irkutsk, Krasnoyarsk, Khakass energy systems was formed, considering the development of the United Energy System of Siberia as a whole.
  • A comprehensive overview of the current aspects and prospects of the Russian gas markets, gas condensate and liquefied petroleum gases (LPG) was prepared in 2008 by order of the French oil and gas company “Total”.
  • During the due diligence procedure before the possible purchase of the Russian territorial generating company by the French gas company “Gaz de France” in 2007, an examination of the technical, economic and financial documents of the Russian company was carried out with the issuance of recommendations to the investor on the prospects for business development.

  • In 2018, consulting services were provided (in the interests of the Administration of one of the Siberian constituent entities of the Russian Federation), including participation in the development of a feasibility study, to support the project for the creation of a gas chemical complex on the territory of this constituent entity.
  • The development of the concept for the use of gas engine fuel (gaseous motor fuel) in urban passenger transport for the «Mosgortrans» was carried out in 2016. As part of the work, the following were completed and implemented:
    • the inspection and the examination of bus fleets for compliance with the requirements for the application of gaseous motor fuel;
    • the creation of a financial and economic model for the use of gaseous motor fuel;
    • the development of a “road map” for the use of gaseous motor fuel until 2024;
    • the assessment of the main parameters of the investment efficiency in gas engine fuel.

  • provision of consulting services (in interests of Administration of one of the Siberian subject of Russian Federation), including participation in development of TEO, consisting in maintenance of creation of gas-chemical complex on the territory of that subject
  • Analysis of technical and economical advisability of the project of creation of low-tonnage factory, which produce liquefied natural gas (LNG). Analysis is carried out in 2017 on request of private Russian investor. Development of business-plan for building of LNG factory with capacity 20.000 tons per year on the territory of one of Russian region (in borders of North-West Federal District) with subsequent export sale of LNG
  • Development of progress concept for single specialized Service within the confines of OJSC “RGD” is carried out in 2017, some works were done:
    • Formation of “renewed” organizational structure of Service;
    • Revision of production rate of works;
    • Evaluation of needs for costs to purchase new facilities and calculation of effectiveness of its using;
    • Development of financial-economic model of Service reforming under different scenarios;
    • Writing of feasibility study in accordance with internal regulations of  OJSC “RGD”.
  • Development of gas-engine fuel application concept for urban passenger transport of State Unitary Enterprise “Mosgortrans” was carried out in 2016. For this some works were done:
    • Examination and expertise of bus depot for compliance to requirements of using of gas-engine fuel;
    • Creation of financial-economic model of gas-engine fuel using;
    • Development of road-map of gas-engine fuel using up to 2024;
    • Estimation of main efficiency parameters of investing to gas-engine fuel.

  • In 2015-2016, for international energy company an assessment was made about feasibility of its plans regarding the implementation of a potential gas project, in dependence of the current state and throughput capacity of some sections of the existing gas transportation infrastructure and the prospects for the development of the gas transportation infrastructure in Russia.
  • In 2014, a forecast was prepared on the possibility and economic efficiency of gas supplies to Russian consumers from a field in Russia owned by the Spanish company Repsol. Forecasts of the balance of supply and demand in the Russian gas market, possible gas prices and transportation tariffs, the loading of the gas transmission system in the medium term have been made.
  • As part of the due diligence procedure carried out by the Italian energy company Enel before the planned purchase of gas fields for the supply of gas to its own power generating facilities in Russia, in 2013 an assessment was made of the economic and technological aspects of gas supply with a forecast for 10 years.
  • In 2012, under a contract with the Finnish electric power company Fortum, electricity consumption in the Khanty-Mansi Autonomous Okrug and the Yamalo-Nenets Autonomous Okrug was forecasted separately for the own generating capacities of the oil and gas companies and for the electric power companies. The electricity consumption forecast was based on the dynamics and technology of oil and gas production, processing and transportation of hydrocarbons.
  • A long-term plan for the sale of natural gas was developed for JSC «Gazprom Neft» in 2012. Including calculations and estimates of:
    • existing and projected demand for natural (dry stripped) gas transported through the Unified Gas Supply System (UGSS) and used as a raw material and fuel by consumers in the regions selected for the study;
    • the existing and projected supply of natural (dry stripped) gas to the UGSS by Gazprom and independent producers;
    • existing and forecasted free capacities, prospects for the expansion and development of a part of the UGSS (Central Gas Transportation Corridor, the Central Asia-Center trunk gas pipelines), existing and prospective gas transportation routes through the UGSS.
  • For the Russian-British company TNK-BP in 2006-2012, the mathematical model was created and calculations of the load of the three main gas transmission corridors of the UGSS (Northern, Central, Southern) were carried out, which made it possible to assess the possibilities of supplying gas from the Urengoy-Yamburg gas hub, depending on the forecast scenarios of gas production and import, consumption and export, as well as the state of the UGSS for the period 2010-2030.
  • Under the contract with company «SIBUR Vostok», in 2011, calculations of the potential demand for natural gas in the Irkutsk Region for the period up to 2020 were carried out, depending on the parameters influencing the volume of demand. A mathematical model was developed for forecasting the balance of demand for electricity and electricity generation for the Irkutsk, Krasnoyarsk, Khakass energy systems, taking into account the development of the Siberian energy system as a whole.
  • Development of proposals for JSC “Central Exurban Passenger Company” on the formation of a new tariff policy for the transportation of passengers by rail in exurban traffic in Moscow and the Moscow region. In the process of work in 2011, a survey of more than 10,000 passengers of suburban railway transport, buses, and fixed-route taxis was carried out. Based on the surveys carried out, a unique mathematical model of the elasticity of demand for passenger transportation vs the cost of tickets was developed. Recommendations on the optimal tariffication for exurban trains were formulated.
  • Inspection of the fuel supply system of companies, including: assessment of the state of the fuel infrastructure, analysis of accounting and control systems for fuel turnover, issuing recommendations for reducing costs. Assessment and justification of the required investments in the development of the fuel supply system and the reduction of future costs. Such works were performed for several clients in 2014 – 2018, including: Starway Group of Companies, JSC «Transstroymehanizatsiya», JSC «Seligdar Gold», «Mosgortrans» State Unitary Enterprise.
  • Under the contract with the State Unitary Enterprise “Mosgortrans”, the technical condition was examined and a technical illation was issued regarding the filling stations and the automated system for accounting and control of fuels and lubricants. The work was carried out in 2015 and included:
    • assessment of the technical condition of the fuel infrastructure;
    • analysis of rationing and fuel metering systems;
    • creation of a concept for the development of fuel infrastructure, including the development of technical specifications for the reconstruction of infrastructure and requirements for a unified fuel metering system;
    • development of a concept for attracting an investor, including an assessment of the main parameters of the efficiency of an investment project.
  • Improvement of the fuel procurement system of the State Unitary Enterprise “Mosgortrans”. When performing work in 2014:
    •  tender documentation for procurement procedures was developed, including a draft fuel supply contract and instructions for fuel acceptance;
    • the “pilot” tender was supported and its results were summed up, the tender documentation was corrected based on its results, the main tender for the purchase of fuel in the company was supported;
    • developed the regulation “Management of the execution of the fuel supply agreement”.

  • In 2019, under a contract with the Russian branch of an international law firm, services were provided for the preparation of an expert illation on the possibility of classifying a large gas production company operating in East Siberia as a natural monopoly entity.
  • Provision of services for the Federal Antimonopoly Service of Russia in 2018 for the development of the main provisions of the methodology for calculating tariffs for gas transportation services through main gas pipelines using the entry-exit system, taking into account the specifics of state regulation and the topology of the Unified Gas Supply System.
  • In 2018, under the contract with the Federal Antimonopoly Service of Russia, development of proposals for standardization for the exchange and over-the-counter gas markets the inclusion of fee for supply and marketing services and calorific value in the wholesale gas price in order to develop competition in the gas market.
  • An assessment of the economic efficiency of gas supplies in Russia for a foreign energy company that owns a Russian gas asset was carried out in 2018.
  • Further development of the “State Fuel and Energy Complex Information System” (GIS TEK) segments “Oil” and “Gas” in 2018, including:
    • development of some forms of information provision;
    • development of templates for information and analytical materials;
    • formation of regulatory and reference information of GIS TEK.
  • Under agreements with JSC SPIMEX, the development of proposals for improving the regulation of the fuel and energy resources markets of the Russian Federation in order to develop exchange trade. In 2017 – 2018 were made:
    • proposals for improving the forms, timing and frequency of information disclosure by natural monopoly entities that provide services for the transportation of gas through pipelines in order to develop exchange gas trading in the Russian Federation;
    • analysis of the activities of the antimonopoly regulator in the development of the digital economy and substantiation of the possibility of forming a national digital platform within the framework of organized commodity exchange trading;
    • formation of conceptual proposals for the development of a new Methodology for calculating tariffs for gas transportation services through main gas pipelines, adapted to the conditions of exchange gas trading.
  • Provision of consulting services to PJSC Transneft in 2013 – 2017 on the topic of improving tariff regulation of services for the transportation of oil and oil products through trunk pipelines, including:
    • development, justification and agreement with the Customer of conceptual proposals on amendments and additions to state regulations governing the provision of services for the transportation of oil and oil products through trunk pipelines;
    • development of the draft text of amendments and additions to the Decree of the Government of the Russian Federation of December 29, 2007 N 980 “On state regulation of tariffs for the services of natural monopolies for the transportation of oil and oil products”. Accompanying the approval of the document in the Federal Tariff Service of Russia;
    • development and agreement with the Customer of the draft text “Guidelines for determining tariffs for services for the transportation of oil through trunk pipelines”». Accompanying the approval of the document in the Federal Tariff Service of Russia;
    • proposals for amendments to regulations and other documents regulating the supply of oil and oil products via trunk pipelines, allowing to introduce the “pump or pay” principle into the practice of supplying oil and oil products through trunk pipelines;
    • development of proposals for changing tariff regulation, allowing to compensate Customer’s losses arising as a result of incomplete or delayed loading of newly built oil trunk pipelines;
    • Preparation of an expert illation on the presence (absence), in accordance with the legislation on natural monopolies, of reasons for changing the state regulation of the activities of JSC AK Transneft in the provision of services for the transportation of oil products through trunk pipelines.
  • For the purpose of substantiating a project to create a joint venture between a large Russian industrial company and PJSC Gazprom for the development of gas fields located in the north of the Yamalo-Nenets Autonomous Okrug, proposals were developed in 2016 to determine possible ways and parameters of monetization of produced gas.

  • During 2006 – 2012 consulting services were provided for the Russian-British company TNK-BP on the issues of state regulation of the gas industry of the Russian Federation.
